TS1: Paving the Way: Optimizing Governance Mechanisms for Resilient Recovery

Resilient recovery is enabled by governance systems that are in place before disaster strikes — including pre-disaster recovery planning, fit-for-purpose institutional arrangements, effective coordination across sectors and levels of government, strong leadership, and systems for learning and adaptation. Strengthening these dimensions of governance enables recovery efforts to be more efficient, inclusive, and risk-informed, ensuring that they are managed effectively while addressing vulnerabilities and reducing future risk.

Drawing on lessons from recent recovery experiences across a range of countries and contexts, this session will identify practical strategies for strengthening governance systems that enable efficient, inclusive, and risk-informed recovery, with a focus on building back better and enhancing resilience. It will contribute to global efforts to accelerate progress in integrating resilience into recovery, rehabilitation, and reconstruction, in line with Sendai Framework Priority 4.

  • Explore governance models and practices that enable efficient, inclusive, and risk-informed recovery, focusing on institutional arrangements, coordination mechanisms, and local leadership.
  • Identify practical strategies to strengthen governance systems, ensuring recovery processes that reduce future risks, address vulnerabilities, and build back better.
