TS3: Effective governance models to support multi-hazard early warning systems
Effective governance is the cornerstone of inclusive Multi-Hazard Early Warning Systems (MHEWS). This session explores how governance frameworks can better support the integration, coordination and sustainability of MHEWS at national, regional and local levels. As highlighted in the Global Status of MHEWS 2024, substantial progress has been made with more countries adopting comprehensive Disaster Risk Reduction (DRR) strategies. However, governance gaps persist, particularly in aligning national frameworks with local implementation, securing sustainable financing and ensuring inclusive outreach to communities most at risk.
The session will draw from diverse experiences and case studies to identify effective governance models that clarify mandates, foster cross-sectoral coordination and embed EWS into broader DRR and climate adaptation plans. Discussions will include persistent challenges such as fragmented institutional arrangements and siloed implementation, and explore best practices for strengthening multi-sectoral collaboration, legislative frameworks and anticipatory financing mechanisms.
Through guiding questions and insights from practitioners and government representatives, this session will offer insights on practical strategies to enhance the institutional architecture of MHEWS. The session aims to inspire stronger partnerships between governments, civil society and the private sector, ensuring that MHEWS are people-centered, inclusive and capable of reaching the last mile.
