TS3: Rebuilding Resilient Communities: Housing Reconstruction and critical Infrastructure Readiness

Housing recovery and reconstruction are central to achieving resilient recovery. This goes beyond rebuilding homes – it includes restoring critical infrastructure and continuity of essential services to ensure health and safety, functionality, and resilience. Key infrastructure components include: water and sanitation systems, transport and mobility infrastructure, energy supply and ICT, social infrastructure, etc. Together, these elements form the backbone of community stability, economic recovery, and long-term resilience.

This session will serve as a critical platform for dialogue, bringing together global experiences to identify persistent challenges and share innovative practices and best practices that strengthen housing recovery and reconstruction readiness. The outcomes of this session will directly contribute to the implementation of the Global Call to Action for Investing in Readiness for Resilient Recovery and inform the broader agenda of the World Resilient Recovery Conference (WRRC).

Session objectives:

  • Highlight Interconnectedness of Housing and Critical Infrastructure: Emphasize the essential role and of infrastructure in supporting housing recovery, identifying key gaps and demonstrate how recovery efforts can enhance the resilience of housing and key infrastructure sectors to future events.  
  • Promote Innovative Solutions and Best Practices: Showcase tools, frameworks, and strategies that integrate resilience into housing and infrastructure reconstruction, ensuring a more robust and sustainable recovery process.  
  • Strengthen Housing Recovery Readiness and Governance Mechanisms: Generate actionable recommendations for countries to enhance their recovery preparedness for effective and inclusive housing recovery including strengthening institutional capacities, frameworks, policies and financing.
