TS1: Empowering communities: People-centred and user-tailored approaches for early warnings and early/anticipatory action

The primary mission of Early Warning Systems is to save lives and livelihoods across communities. To be effective, Early Warning Systems must be inclusive, accessible and actionable, using people-centred and user-tailored approaches to ensure that no one is left behind. These approaches recognize that communities are not just passive recipients of warnings but active agents in shaping, communicating and responding to risk. When Early Warning Systems are co-developed with communities, particularly user groups disproportionately impacted by disasters, they become more trusted and accessible. This collaborative approach also enhances their ability to deliver timely, actionable information which responds to diverse needs and capabilities, increasing overall effectiveness for everyone.

Join this session to hear directly from community leaders, local practitioners and experts across the early warning and early action value chain. Through interactive discussion and real-world examples, participants will explore how inclusive governance has been integrated into Early Warning Systems, and how anticipatory approaches can be scaled and sustained through 2027 and beyond. Together, we recognize that those most at risk are not the last in line, but the first to act.
