TS2-1: Strengthening legal and regulatory frameworks to effectively manage existing and emerging risks

As per the course corrections identified by States in the Midterm Review of the Sendai Framework, this session will explore the indivisible relationship between effective risk governance and risk-informed investment. It will examine how enabling legal and regulatory frameworks can enhance risk reduction by promoting shared accountability, risk-informed decision-making and proactive investment across sectors and scales. The discussion will explore good practices, legal innovations and financial incentives to drive systemic change in disaster risk management, ensuring resilience in the face of cascading and compounding risks.
