This high-level plenary session serves as the opening for the World Reconstruction Conference 5, and will set the scene for the discussions which will take place over the course of the official programme of the WRC5.

This plenary session will highlight key governance issues and will also identify innovations and good practices that address these issues and light the way forward for improved governance models.
This session will discuss approaches to assessment in complex and interconnected disaster-conflict events, including the role of disaster-conflict recovery assessment toward integrated recovery frameworks.
The session will share experiences in managing recovery from complex crises. This will include a focus on successful institutional arrangements, management practices and other innovative solutions that can be replicated or adapted to a range of contexts.
The session will address the exclusion of women in critical recovery decisions in post-conflict, disaster prone settings, and the COVID-19 pandemic. It will share experiences and lessons for risk-informed, sustainable and equitable recovery for all.
In this session, policy options for recovery, pandemic lessons learned, and strategies for strengthening health system resilience will be discussed for the post COVID-19 recovery phase ensuring health security.
