This high-level plenary session serves as the opening for the World Reconstruction Conference 5, and will set the scene for the discussions which will take place over the course of the official programme of the WRC5.

The Opening Ceremony of the Stakeholder Forum will present the Stakeholder Declaration along with a spiritual blessing from the indiginious community.
