About the Global Platform for Disaster Risk Reduction 2022 (GP2022)

The Global Platform for Disaster Risk Reduction (DRR) is the main global forum to review and discuss progress on the implementation of the Sendai Framework for Disaster Risk Reduction (2015-2030), aimed at reducing disaster risk and building the resilience of communities and nations.

Since 2007, seven sessions of the Global Platforms have taken place. including the 2022 session. The outcomes are recognized by the General Assembly as a contribution to the deliberations of the High-Level Political Forum on Sustainable Development (HLPF), held each year in July and thus, contributing to risk-informed implementation and monitoring of the 2030 Agenda for Sustainable Development.

For more information, please see the What is GP page.

The UN Office for Disaster Risk Reduction (UNDRR) is the focal point for disaster risk reduction within the UN system. It oversees the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030 and convenes and organizes the Global Platforms for Disaster Risk Reduction. The seventh session of the Global Platform (GP2022) was convened and organized by UNDRR and hosted by the Government of Indonesia. The event was co-chaired by the Government of Indonesia and UNDRR.

The Global Platform was established in 2006 and is recognized by the UN General Assembly Resolution 61/198 as the global multi-stakeholder forum for assessing progress on the implementation of the Sendai Framework for DRR, as well as to share practice and knowledge on disaster risk informed policies, programs and investments, including on development and climate issues. The GP2022 agenda was guided by the Sendai Framework for Disaster Risk Reduction goal, priorities for action and targets, the key priorities identified at the previous Global Platform held in Geneva, Switzerland in 2019 as well as those stemming from the Regional Platform meetings. The GP2022 took stock of progress, supported learning and accelerated achievement of the Sendai Framework. The outcomes, synthesized in the co-Chair’s summary, contribute to the inter-governmental midterm review of the Sendai Framework scheduled for 2023.

For more information, please see the What is GP page.

Disaster risk reduction (DRR) is an integral part of social and economic development, and risk-informed development is a prerequisite for achieving the goals of the 2030 Agenda. Ensuring coherence with other global frameworks, in particular with the sustainable development goals (SDGs) and the Paris Agreement, is a key component of the Global Platform for Disaster Risk Reduction. GP2022 took into account the DRR-related achievements, outcomes and activities of other global policy processes, action plans and conference outcomes. These include, but are not limited to, previous Global and Regional Platforms, the Paris Agreement on Climate Change, the New Urban Agenda, Addis Ababa Action Agenda, special development programs and action plans for LDCs, LLDCs and SIDS, as well as specific policies, processes and plans covering natural, technological, biological and environmental hazards and topics such as health or biodiversity. Accelerating and integrating disaster risk management to sustainable development and climate action was one of the cross-cutting themes of the GP2022.

The GP2022 was a wake-up call to improve preventative measures and stop the spiral of increasing disaster impact and risk. The Co-Chairs' Summary was published on 27 May and includes a strong call for action, also known as the Bali Agenda for Resilience (BAR). The BAR captures the way forward in seven points:

  • Reconfigure Risk Governance. To ensure that risk management is a shared responsibility across sectors, systems, scales and borders.
  • Legislated DRR Public Finance. To weigh the cost of disasters against investments in resilience, with legislated budgetary targets and tracking.
  • Meeting the Climate Ambition. To scale up DRR to raise and achieve the climate ambition, to accelerate comprehensive disaster and climate risk management.
  • "Nothing about us without us." A participatory and human rights-based approach, with leadership of women and young professionals.
  • Universal early warning coverage. An end-to-end people-centred early warning value chain, with multi-hazard approaches.
  • Build back better, greener, equitable. Post-COVID recovery as an opportunity to reset the development pathway towards a greener and more resilient future.
  • Strengthen Midterm Review. To understand challenges and obstacles, and possible course corrections to accelerate Sendai implementation.

The eighth session of the Global Platform for Disaster Risk Reduction takes place in Geneva, Switzerland in 2025.

The Sendai Framework for Disaster Risk Reduction 2015-2030 (Sendai Framework) was the first major agreement of the post-2015 development agenda and provides Member States and stakeholders with concrete actions to prevent new and reduce existing disaster risk and to ensure a more sustainable and resilient future.

For more information, please see: What is the Sendai Framework? | UNDRR

The eight session of the Global Platform for Disaster Risk Reduction will be organized and convened by UNDRR and hosted by the Government of Switzerland. It will take place in 2025.

GP2022 Programme

The overall theme of GP2022, From Risk to Resilience: Towards Sustainable Development for All in a COVID-19 Transformed World, focused on how the COVID-19 pandemic has challenged the traditional understanding of risk and disaster risk governance. It explored how the global crisis can be turned into an opportunity for the necessary radical transformation needed to achieve the goal and targets of the Sendai Framework, as well as of the 2030 Agenda.

In addition to the overall theme, The Global Platform sessions were organized around three main sub-themes and three cross-cutting themes, which informed the content of the programme.

For more information, please see GP2022 Themes.

GP2022 will feature an Official Programme, Informal Programme and Preparatory Days.

  • The Official Programme of the GP2022 consists of Opening and Closing Ceremonies, Official Statements, Ministerial Roundtables, Informal Plenaries, High-level Dialogues, and Thematic Sessions.
  • The Informal Programme will feature at least Side Events, Learning Labs, an Ignite Stage and an Innovation Platform.
  • The Preparatory Days take place from 23-24 May 2022.  During these days, Stakeholder groups and partners have the opportunity to organize preparatory events in the lead up to the GP2022 official programme.
