Official declaration of Mexico for the Global Platform for Disaster Risk Reduction (GP22)

I greet you cordially On behalf of the Government of Mexico,
I thank the United Nations Office for Disaster Risk Reduction and the Government of Indonesia for organizing this Seventh Global Platform, which takes place in a context whereat the international community faces enormous and urgent challenges.
Mexico is committed to building a sustainable, safe and resilient country; in accordance with the guiding principle of the National Development Plan 2019-2024: "Leave no one behind and leave no one out".
Being committed to an effective multilateralism that promotes the inclusive development of all communities, Mexico adopted the Sendai Framework and it has promoted affirmative actions towards risk reduction and increasing of the resilience of society.
In addition to the Sendai Framework progress reports, as a mechanism to measure advance in this matter, Mexico implements the Governance and Public Policies Index, in which we have obtained an advance of more than 40 points in the last 20 years.
Also, progress has been made in mechanisms for disaster risk transfer, as necessary instruments for local governments and not only management at the central level.
On the other hand, we advance in building a national early warning system, centered on people, seeking mechanisms to deliver its benefits to an even greater number of people.
The National Risks Atlas, as a useful instrument in decision-making processes and for the generation of public policies, concentrates to date more than eleven thousand layers of information on natural or anthropic hazards, vulnerabilities and exposed systems.
This initiative, implemented in Mexico, promoted the Mesoamerican Territorial Information System and laid the foundations for what is now known as Mesoamerican Network for Comprehensive Risk Management.
That system was shared with the Caribbean and today makes it possible to have an Atlas of the Region in real time and with public access, result of cooperation between various actors.
Also, with the support of the United Nations Development Program, Mexico has begun the implementation of a National Strategy for Resilient Communities, focused on the creation of Community Committees at the local level to strengthen risk governance.
Likewise, we make important efforts to train and professionalize the members of the National Civil Protection System and the National Civil Protection School advances in the consolidation and national and international alliances to strengthen its actions.
In 2021, our country presided over the Sixth Summit of the Community of Latin American and Caribbean States, where the creation of the Climate Adaptation and Comprehensive Disaster Response Fund was approved and it made its first contribution in 2022.
Additionally, within the framework of the Forum of the countries of Latin America and the Caribbean on Sustainable Development, the Secretary of Foreign Affairs of Mexico stressed that the 2030 Agenda will only be possible if we act jointly as a region, presenting initiatives that combat poverty and promote sustainable development.
Mexico recognizes that international cooperation for development, South-South, Triangular and Trilateral cooperation, play a fundamental role in increasing capacities for the exchange of experiences and technical, scientific and technological knowledge.
That is why, within the framework of this Global Platform, we invite all countries to continue promoting actions at the local, regional and national levels, to promote the development of cooperation that allows all to reduce disaster risk, to promote advance in the Sustainable Development Goals as well as the goals of the Sendai Framework and thereby contribute to the well-being of the population.
