Honorable Madam Chairperson,
Excellencies,
- Allow me to express my highest appreciation to the United Nations Office for Disaster Risk Reduction (UNDRR) and the entire committee taking part in the organizing of the Global Platform for Disaster Risk Reduction 2022.
- Indonesia is proud to host this honorable meeting, which aims to strengthen our cooperation in accelerating the implementation of the Sendai Framework for Disaster Risk Reduction.
- The lessons learned in handling the COVID-19 pandemic call for the world to recover together and recover stronger. We must be prepared in anticipating the threat of disasters, whether they come from nature or other new risks, such as the next pandemic, conflicts, climate change, and the influences of technology.
- Indonesia, which has experienced many disasters and understands the importance of the commitment to accelerate the implementation of the Sendai Framework to go hand in hand with the Paris Agreement and The Ocean Decade for achieving the Sustainable Development Goals in the pursuit of sustainable resilience.

- Indonesia has succeeded in suppressing the third wave of the COVID-19 pandemic. Joint efforts in implementing health protocols, speedy vaccination rates, accompanied by social recovery is the key to Indonesia's success in controlling the pandemic and maintaining national economic stability.
- Indonesia, as the largest archipelagic country in the ring of fire area, with the fourth largest population in the world, has experienced several catastrophic events of global influence, such as the 1883 Krakatoa Mountain Eruption and the Aceh Earthquake and Tsunami in 2004. Learning from the process of rebuilding better, Indonesia has laid down fundamental steps in disaster risk reduction governance and a multi-disaster early warning system that is part of an early warning system in the Indian Ocean. In addition, Indonesia plays an active role in various disaster risk reduction initiatives at the ASEAN, Asia Pacific and Global levels.
- Indonesia has developed a Master Plan for Disaster Management (RIPB) 2020-2044, which is the national guideline for the implementation of Disaster (PB) that is valid for 25 years and becomes a reference for the central and local governments as well as stakeholders in the planning and implementation of Disaster Management initiatives. RIPB has a vision of "Realizing Disaster-Resilient Indonesia for Sustainable Development”. We believe that in order to welcome a better future, it is important to look far ahead. This vision becomes a part of development priorities and national actions that refer to the National Medium Term Development Plan (RPJMN) 2020-2024. In which, these priorities drive Indonesia to achieve better results in implementing the disaster risk reduction strategy implementation agenda all the way to the local level and strengthen Indonesia’s cooperation with countries in Asia Pacific.
- The Government of Indonesia encourages the development of community resilience at the local level, with our commitment to build disaster-resilient villages and cities, disaster-safe educational units, as well as the development of disaster risks-adaptive infrastructures. This initiative is supported by the formulation of a funding strategy and disaster insurance by establishing a pooling fund and using the Village Fund that could reach many villages in support of mitigation and preparedness efforts. Going forward, Indonesia has invested in science, technology and innovation, risk-financing mechanisms, disaster education and literacy by paying attention to local wisdom.
- Resilience-building could happen with the spirit of pentahelix collaboration which includes the Government, academia, society, private sector, as well as the role of mass media. By collaborating together, we could ensure that everyone has a role and meaningful engagement, especially for high-risk groups, including women, children, elderly, and persons with disabilities. Real efforts have also been realized with the presence of Difabel Siaga Bencana (Difagana), a policy to support gender mainstreaming in disasters, as well as youth participation in disaster management and adaptation to climate change.
- Therefore, I invite all countries to: First, build a culture of alertness, anticipatory, responsive, and adaptive through education and a disaster-resilient education system to achieve sustainable resilience. Second, Encourage the involvement of meaningful participation for high-risk groups especially for children, persons with disabilities, and the elderly. Third, build disaster-resilient infrastructure and climate as well as social protection for high-risk groups. Fourth, encourage innovation and technology through partnerships, access to financing, technology transfer, and create a data- and information-sharing mechanism that is easily accessible, reliable, and inclusive, and Fifth, implement agreements at the global level on each country all the way to the local level.
- In closing I would like to state that disaster risk reduction is an effective investment in preventing future losses. Therefore, we reaffirm Indonesia's preparedness and commitment to implementing the Framework Sendai and support international cooperation in disaster risk reduction. It is in line with the message stated on the G20 agenda on development, which noted that disaster management needs to consider sustainable development to recover together and recover stronger.
