Dear colleagues,
On behalf of the Ministry for Emergency Situations of the Republic of Belarus I extend my greetings to you.
Disaster management and risk reduction have always been the focus of Belarussian Government even prior to the adoption of the Hyogo Framework for Action. Strategic decisions which were taken more than
20 years ago to protect population against natural disasters and industrial accidents demonstrate the effectiveness.
Due to the establishment of the National Platform for Disaster Risk Reduction over the past few decades no major disasters causing large number of casualties, harm to economy or critical infrastructure have occurred.
Based on own long-term experience we identify the following key elements in achieving goals that need further development.
Firstly, it is the implementation of the one state policy in disaster management. Integrated system coordinated by the Ministry for Emergency Situations allows to engage central and local governments, private sector and public in the process of decision-making and assure
a high level of emergency preparedness.
Key factor for the success is highly qualified specialists. We have developed a comprehensive multi-level education system. It provides not only training for specialists but also for high-level executives.
Leveraging technology and innovation for development of disaster management also brings tangible effect. For these purposes Scientific and Research Institute is functioning and state-funded scientific programmes are implemented. It is practically oriented and addresses crucial issues.
It is worth mentioning that society should be an integral part of disaster risk reduction. It’s essential not merely to provide information but also to educate and develop life safety culture of all social groups. One of the most effective ways is to promote the activity of Life Safety Centers. Using innovative technology they create real case environment and show how to act in emergency and prevent it.
At present time international cooperation should be creative and inclusive. Joint cooperation on disaster risk reduction, preparedness and response shall not be subjected to any restrictions in the framework of international relations. Ensuring public safety, sustainable human development and safe environment are the basis of international humanitarian and ecologic law.
We admit significant role of the United Nations in this area and express gratitude to the United Nations Office for Disaster Risk Reduction for setting relevant agenda addressing issues vital to all countries and nations.
The Republic of Belarus calls for enhancing of global and bilateral cooperation based on existing common risks.
Our country is always ready to fulfill taken international obligations and actively participate in the global initiatives aimed at creation
of supporting and safe environment.
